Capacity planning may always run into a dilemma, i.e., keeping a maximum utilization rate on one hand and building up sufficient buffering capacity on the other. The business decisions required are definitely tough to make, as heavy capital expenditures as well as flexible labor force planning are involved. Capacity Planning aims to adjust the workforce and production process in order to reach a maximum use of company resources with minimum system downtime, minimum bottlenecks and maximum level of output. But on the other end of the balance, capacity planning also needs to accommodate contingent capacity demand in the case of an unexpected business boost. In the real business world, it is always a dilemma. 

產能規劃往往會以兩難情境收場：企業一方面要盡可能提高產能使用率，另一方面還得建立彈性緩衝產能。從經營角度來看，產能規劃決策由於涉及可能的高額資本支出及人員招募，就必須藉由調整生產流程與生產人力，達成最有效的資源運用。同時，還得把系統故障停機風險與生產瓶頸降至最低，以追求最大輸出值。糟糕的是在天平另一端，產能規劃還得顧全來自於業績無預警衝高所造成的緊急需求。在現實生意情境中，這永遠是兩難。
